Konstantin Päts (1874-1956) was a leading Estonian statesman, lawyer, and journalist, and one of the principal founders of the Estonian Republic. He was a member of the Estonian Salvation Committee in February 1918 and subsequently headed the first Provisional Government, playing a central role in the proclamation and early consolidation of Estonian independence.

In the interwar period Päts remained among the country’s most influential politicians, serving repeatedly as Head of State (Riigivanem) and later as Prime Minister in the duties of the Head of State. In 1934 he imposed a nationwide state of emergency and curtailed parliamentary politics in what later became known as Estonia’s “silent era.” After the adoption of the 1938 constitution, he became the first President of Estonia (1938-1940).

Following the Soviet occupation of Estonia in 1940, Päts was forced to resign and was deported with his family to the Soviet Union. He spent his final years under detention and forced psychiatric confinement, dying in Buraševo (Kalinini/Tver Oblast) in 1956. His remains were later reburied in Tallinn’s Metsakalmistu in 1990.
