Obv.: Monumental figure of Alexander II in ceremonial uniform with a mantle over his shoulders. He holds the Emancipation Manifesto in his right hand and rests his left hand on a stylized throne. Below is his monogram beneath the imperial crown. Along the sides of the monument is the inscription: ВЪ 1911 Г . - ВЪ КIЕВѢ.

(Erected during the prosperous reign of Emperor Nicholas II Alexandrovich). 

Rev.: Allegorical figure of Russia seated on a throne, surrounded by a group of Ukrainians in national costume. Behind her, on a pedestal, is the double-headed eagle with an inscription below. In the exergue are the coats of arms of the Volhynian, Kiev, and Podolian provinces.

This medal commemorates the unveiling of a monument to Emperor Alexander II in Kiev in 1911. The imagery honors his role in the emancipation of the serfs and his legacy in uniting the southwestern provinces of the empire.
