This medal was issued in honor of Count Ilarion Vorontsov-Dashkov’s service as Minister of the Imperial Court and Appanages between 1891 and 1897. A prominent statesman and general, Vorontsov-Dashkov held key administrative and military posts, including Governor-General of the Caucasus. The medal was commissioned by officials of the Ministry to commemorate his leadership and contributions.
