This medal was awarded to the deputies of the Commission for the drafting of a new legal code (Ulozhenie) convened by Catherine the Great in 1766. It served as a prestigious civic distinction and was worn during the Commission's sessions. Most examples were struck in silver or gold and were retained by recipients for life. 

In the Russian Empire, medals struck in tin-lead alloy were produced primarily for collectors and educational institutions for several practical reasons: 

1. Preservation of original dies. The soft alloy caused less wear, allowing for a longer lifespan of the dies, especially during re-strikes or limited runs. 

2. Reduced production costs. Tin-lead was much cheaper than bronze or silver, making the medals more accessible. 

3. Educational and museum use. These lightweight and safe copies were ideal for study collections and displays. 

4. Affordability for collectors. They offered an opportunity to own rare types at a lower cost while retaining historical and visual value.
