The Order of the Red Banner was the first Soviet order, originally instituted in the Russian Soviet Federative Socialist Republic by decree of 16 September 1918 and later established as an all-Union award of the USSR on 1 August 1924. It was created to recognize exceptional bravery, self-sacrifice, and courage displayed in the defense of the socialist state. The statute of the order was formally approved in 1932 and subsequently revised several times, most notably in 1943, 1947, and 1980.
The Order of the Red Banner was awarded to servicemen of the Soviet Army, Navy, internal and border troops, security services, as well as to military units, warships, institutions, cities, and, in exceptional cases, to foreign nationals. Unlike later Soviet decorations, repeated awards of the order were indicated by a numeral attached to the badge. For much of its existence, the Order of the Red Banner represented the highest active combat decoration of the USSR and became a symbol of military valor from the Civil War through the Second World War and later conflicts.
