This medal was established by decrees of Emperor Alexander II on 27 March and 11 April 1856 and issued according to rules approved by the Emperor. It was worn on the chest with order ribbons in a specific hierarchy and awarded only to those who earned the right to receive it for service or rank during the period from 14 June 1853 to 19 March 1856. Dark bronze medals were presented to civil servants, members of the nobility and merchants. The reverse inscription quotes the ancient hymn "Te Deum Laudamus," traditionally attributed to Saint Ambrose of Milan.
