The reverse die used for this medal was originally created for the medal commemorating the 200th anniversary of Tsarskoye Selo. It was produced in France by the firm A. Duseaux & Co. (Paris), with the monogram “AD” appearing on the reverse at lower right.

A hydrostatic weighing was performed to determine the metal's specific gravity; the result — 10.33 g/cm³ — is consistent with silver of approximately 900 fineness.

The Tsarskoye Selo Jubilee Exhibition was held from August 10 to October 5, 1911, to mark the 200th anniversary of the founding of Tsarskoye Selo. Originally scheduled for 1910, the exhibition was postponed after Emperor Nicholas II assumed its patronage, elevating it to a national event. It showcased achievements in agriculture, industry, education, trade, philanthropy, hunting, and sports, with 110 pavilions built on the grounds. Special aviation and sports weeks were organized during the event. Over its 57-day run, the exhibition attracted more than 250,000 visitors and awarded medals and honors to numerous participants.
