The contest to select the design for Estonia's new coins was announced on December 15, 1989. At the time, Estonia was still under Soviet occupation, making it impossible to feature the insignia of an independent Estonia on the coins. The winning design, created by Mari Käbin, incorporated a cornflower motif instead. Although legislation passed on May 8, 1990, permitted the use of the Republic of Estonia's insignia, the first batch of coins was produced using the approved cornflower design, albeit with slight modifications. These coins featuring the cornflower motif, however, were never released into circulation.
