In the late 1920s, Roman Tavast emerged as a respected medal maker alongside Heinrich Kiiver. His first work, a medal commissioned by the Ministry of Finance, met exceptionally high standards. The Ministry of Finance operated independently until 1929, when it was merged with the Ministry of Economic Affairs.
